About our Expert
September’s "Breakfast with the Experts" will be presented by Steve Pepe.
Steve has been a Reverse Mortgage Consultant with a leading nationwide reverse mortgage lender for almost 5 years. He completed one of the first HECM for Purchase transactions in Massachusetts. Steve has been an attorney licensed in Massachusetts since 1999. He is a member of the Massachusetts Bar Association, the Boston Estate Planning Council, The Worcester Chapter of Financial Services Professionals, and the National Academy of Elder Law Attorneys. For six years, Steve was the staff attorney at Community Service Network, Inc. of Stoneham, MA, a nonprofit, HUD-Approved housing counseling agency.
From 2004 - 2006 he provided reverse mortgage counseling to nearly 1,400 senior homeowners as an AARP Foundation Reverse Mortgage Education Project counselor. Steve is a graduate of Suffolk University (B.A., cum laude) and Suffolk University Law School (J.D.).

Updates and How Contractors Can Protect Themselves

This BTE “Before the Event” will take place before the October Legislative Update (evening program).
In July, the Massachusetts Division of Occupational Safety (DOS) received EPA authorization to administer its own standards for renovation, repair and painting work in target housing and child-occupied facilities, in lieu of the RRP Rule being enforced by the EPA in Massachusetts. The regulations affect any contractor/builder doing work in pre-1978 housing. This session will give a valuable overview of the rules and regulations pertinent to Massachusetts contractors.
The presentation will cover:
- Key difference between the MA law and the RRP rule
- Contract clauses to protect contractors
- Insurance considerations for interacting with homeowners
About our Expert
October’s ‘Before the Event’ Expert is Andrea Goldman.
Principal in the firm Law Office of Andrea Goldman, Andrea is an attorney who focuses on helping parties resolve disputes in construction, real estate, and business matters through litigation, arbitration, and mediation. Ms. Goldman also advises construction and corporate clients on contracts and other legal issues in managing their businesses.
Ms. Goldman has been an arbitrator since 2003 and mediator since 1996. She is a member of the American Bar Association, where she is Co-Chair of the Construction Law Committee of the General Practice, Solo and Small Firm Division. At the Massachusetts Bar Association, she is Co-Chair of the Law Practice Management Section Council and participates in the lawyer referral service. She is also a member of the Women’s Bar Association, and was a member of the board, Co-Chair of their Middlesex County committee, and runs a mentoring circle. Ms. Goldman is a graduate of Brown University and Northeastern University School of Law.
